Five areas of practice. One standard of delivery.
Levantina Consulting offers strategic advisory, interim management, and applied research to organisations working in fragile, transitional, and reform environments across the MENA region and beyond. Engagements are structured as discrete advisory assignments, embedded interim roles, or integrated programme support — depending on what the mandate actually requires.
Our service pillars
Each service pillar addresses a distinct demand in complex governance and programming environments. Engagements may be structured as discrete advisory assignments, embedded interim roles, or integrated programme support.
Governance & institutional advisory
We advise on governance reform, decentralisation, and institutional transitions in contexts where political constraints are as real as technical ones. This includes support to local administrations, public sector reform processes, intergovernmental coordination mechanisms, and legal and regulatory analysis. Advice is sequenced to what institutions can realistically carry not what looks good in a framework document.
Social cohesion & conflict-sensitive programming
We design and support programmes that address the fault lines between returnees, displaced communities, host populations, and local authorities. This includes dialogue facilitation, trust-building processes, inclusion of women and youth in governance structures, and conflict-sensitive programme reviews. Social cohesion is treated as a governance outcome not a soft add-on
Research & policy analysis
We produce political economy analysis, context assessments, policy briefs, and evidence reviews that are built for decision-making not for filing. Research is field-informed, analytically rigorous, and written for the audiences that need to act on it. We do not produce generic desk reviews.
Program design, grant management & procurement
We support the full architecture of complex programmes from theory of change and results frameworks through to grant compliance, financial oversight, MEL systems, and procurement structures. Programmes are designed to hold under scrutiny from inception, not retrofitted when audits arrive.
Stakeholder engagement & strategic facilitation
We map, engage, and facilitate across the full spectrum of actors in complex environments ministries, local councils, civil society, diaspora, international partners, and donor governments. Facilitation is politically aware, culturally grounded, and oriented toward durable agreements rather than process compliance.
Who we serve
Levantina Consulting works with international organisations, bilateral and multilateral donors, NGOs, government counterparts, and civil society actors operating in complex and politically sensitive environments. Clients come to us when context matters, when generic solutions have failed, and when they need an advisor who has been present in the region not just read about it.
Why choose us?
This is a principal-led practice. Every engagement is directed personally by Diana Khayyata clients receive senior expertise and direct accountability from the first day to the final report.
Where assignments require specialist input, Levantina Consulting draws on a carefully selected network of independent experts across governance, legal analysis, research, and programme management. Associates are brought in on the basis of demonstrated field experience and contextual knowledge not availability. The practice scales when the mandate demands it, without compromising on quality or oversight.
The practice is deliberately selective. We take on assignments where depth of contextual knowledge makes a material difference to outcomes. That selectivity is not a limitation it is the quality assurance.
